In July, the construction site saw the continuation of the execution of internal plasters, gypsum finish, facing of walls and painting. The progress of the floor works and horizontal insulation reached 80%. Furthermore, suspended ceilings were being executed, as well as finishing works in staircases, external metalwork, the elevation, acoustic systems in the dressing rooms and other elements of the décor, as well as the internal power supply line, switchgears and internal installations. In the extended part the execution of internal plasters, gypsum finish, floors and suspended ceilings was being continued. In the scope of low voltage installations, the fire signalling system was being executed, whereas in the scope of sanitary installations ? the heating installation, installations feeding the heaters, ventilation, installation of chilled water, water supply and sewerage installations. The total value of the construction works in July 2013 amounted to PLN 1,430,032.64 net. By the end of July the total material progress of the construction works of the General Contractor exceeded 71%. 
On 10 and 24 July 2013 technical councils were held at the construction site with the participation of the Contractor, the Designer, the Contract Engineer and the Investor. On 10 July a meeting  with the representative of the County Construction Supervision Inspectorate in Katowice was held, with the participation of the Silesian Philharmonic, the Contract Engineer and the General Contractor, the Designer and representatives of the administrator of the building located at 3 Wolności street. During the meeting the issuance of a decision on elevating the chimneys in the wall shared with the Silesian Philharmonic was discussed. The Silesian Philharmonic offered to finance all the works connected with it. On 18 July the County Construction Supervision Inspectorate issued an administrative decision No. 148/2013 ordering Ms. Neukirch-Grychtoł to elevate the chimneys in compliance with the provisions of the Construction Code. 
Due to the lack of funds for the execution of the smoke prevention system, which is a condition for obtaining a permit to use the facility, the Silesian Philharmonic turned to the Department of Investment of the Marshal Office of the Province of Silesia with a request for consultations on that matter. Three meetings devoted to this issues were held: a meeting of the representatives of the Silesian Philharmonic with officials from the Department of Investment of the Marshal Office of the Province of Silesia (17 July), the Contract Engineer with the Department of Investment (22 July) and the representatives of the Silesian Philharmonic with Marshall A. Gajewska (24 July). On 25 July the Silesian Philharmonic turned to the Intermediate Body of the Operational Programme Infrastructure and Environment ? Department of European Funds of the Ministry of Culture and National Heritage with a request for a permission to prolong the period of eligible expenses of the project until 31 March 2014 and for a permission to shift the funds from fittings to construction works. The permission for the changes referred to above was granted on the last day of July. 
On 5 July the construction site was inspected by representatives of the musicians of the Silesian Philharmonic and its artistic director.
