By the end of October 2011 the General Contractor had made 95% of horizontal distribution pipes and 95% of vertical pipes in the scope of the sewage system. The Contractor had also made 90% of the water supply system of the new building. He started to fix a steel framework structure for central air conditioner units. He also started insulation works in the new building. 

Construction works in the current building were suspended in anticipation of the amended building license. On October 14 2011 the City President by a decision no. 1371/11 approved the amended building license no. 789/10 of July 2 2010. The decision will become final in the mid of November 2011. 

On October 10 2011 the ‘Klatka’ Lawyer’s Office responded on behalf of the Silesian Philharmonic to a cassation appeal filed by Ms Bronisława Neukirch-Grychtoł against the verdict of the Provincial Administrative Court in Gliwice of June 6 2011 (file reference no. II SA/Gl 1233/10), concerning a construction license no. 789/10. 

On October 13 2011 Management of the Silesian Province, by a resolution no. 2803/87/IV/2011 approved the amended Material-Financial Program related to the project, and on October 25 2011 Annex to the Agreement on subsidy from the Silesian Province budget no. 1015/IW/2011 of May 17 2011 was signed.
